is dashboard accurate with calories in and out. and left over calories. can i use all the calories and not gain or lose weight

For some it's very accurate, others not so much. How much are you trying to lose? Once week 2 is past (that rapid first week or two when the loss is because you just cut all the junk food out of your diet) keep an eye on your progress. Then use your experience to guide your eating habits.
My experience - it's pretty close. I have it set to a 1000 calorie deficit, I often don't eat all of my calories and my average loss is ~2.5 lbs/week. However, it hasn't been 100% linear. Some weeks have been a little less, some more.

On the dashboard you need the food plan tile. If it's already there it has a knife and fork. If it isn't you can add it by chosing the tile icon in the upper left. Hover the mouse over it and click on the icon that looks like a gear. Set your weight goal and food plan.
