Each week I eat to my "target" range I gain weight, but each week I undereat I lose weight. I know the answer should be self evident, if my initial goal was to lose weight, shouldn't I be eating to my target?

Calories burned is an average. Some people will burn more, some people will burn less. Weight loss is not always linear. If I under eat my weight loss sometimes slows down until I eat a little more. I'd pick something to do (eat to plan or under eat slightly), do this for 3-4 weeks and see how it goes. At that point adjust if needed.

You need to determine your actual deficit (= the one that results in weight loss), as opposed to the calculated deficit displayed in Fitbit, which is an estimate. There’s a margin of error in both counting your intake and estimating your energy expenditure, for a number of reasons.
If you have been using your Fitbit and counting calories for long enough (at least 4-5 weeks), you should have a relatively good idea of your actual deficit. Maybe it’s just a question of substracting 300-400 calories from the calculated deficit you get with Fitbit.
