It’s a tough one if you have little control on what you can eat (I assume you alo have a limited budget on what you can spend on food outside school and home). One way is portion control: eat whatever you have access to, but smaller amounts of it. And increase your activity level, which you appear to be doing (based on your profile😞
How about taking part in grocery shopping? Would that be an option for you? This way you could influence what’s on the menu at home. And how about taking part in the cooking? Or are banned from the kitchen?

How old are you? Maybe it’s time to negociate your own food budget with your father, and prepare your own meals.

There are three methods to weight loss.
Reduce intake.
Increase caloric burn.
A combination of the three.
Success will only come with the proper use of math. Unless you're making the food, you have very little idea what the caloric values are. All you can do is "guess", piecing together what little information you have. When you're in school - losing weight will never be easier than it is now, from a metabolism standpoint.
You'll need to try and find some way to figure out what your caloric intake is. And, following that - increase your output accordingly.
But - and I speak from experience - you have to be careful. If you deprive yourself of too many calories during adolescence, you could impact your growth. It's unlikely, but it is possible. I wouldn't be too hard on myself while still in school.

What's on sale isn't necessarily unhealthy. I would say it's time for some menu planning. Sit down with the store circular and your stepmom and plan out how to buy cheap, healthy meals. I would also say help with the shopping and the cooking. If the issue is time, then think about slow cooking in a crockpot or a quick stirfry. Explore recipes on the internet (I like Pinterest) and expand your horizons. Maybe you could offer to cook one day a week.
In terms of school food, do you have choices? Pick the salad more often than the french fries. Don't deny yourself, but eat smaller portions. Be active.
Good luck and let us know how you are doing.

you can also try supplementing whatever is on the menu with better choices. pack a small salad with whatever lettuce tomato and pepper is on sale. add in an apple or some berries whatever is on sale and if you portion it out you can have a side salad everyday of the week. get creative and enlist your parent's help.. it doesn't have to cost a lot to be good for you. In season items are usually on sale for quick sale..
