To answer your question. Its possiblely fat, water or both. I dont know your statistics but if you will allow me to discribe my sircumstances it may possibly help. I had foolishly put myself on a diet with an extreme calorie deficit, 1200 calories as a matter of fact. I lost my weight but damaged my metabolism in the process. When I got to within 5 pounds of my goal I started a walk/ run routine and my weight shot up 15 pounds. I have been trying to lose that 15 pounds for almost a year. 3 months ago I began rebuilding my metabolism. I had to up my calories gradualy every week. I am able to have a net calorie count of 1200 now without a weight gain. If you have ever put yourself in starvation mode you will damage your metabolism and you will have to reset it. The longer you were in that mode or if you yoyo at all, the longer it will take. So on the other side of the coin with me not knowing your statistics. Have your body measurements changed?http://www.healthehuman.com/features/body-measurement-tracker  This is where I log all my measurements. All you need is a tape measure. It takes them from head to toe, Literally. I might not have helped, but either way I hope you the best

You don't exactly provide an awful lot of information about the reasons why you should be losing weight. All we know is you got yourself a Fitbit tracker, which is of course a step in the right direction. How long have you been using it? Have you reached the daily/weekly goals (steps, calories burned, active minutes etc.) assigned by it? Do you use Fitbit to track the food you eat? Have you changed your eating habits? Etc. In other words: what steps have you taken that should have led to a weight loss?

the scale never tells the whole story.  while you might not be losing weight, you could be replacing fat with muscle.  you should also take body measurements like waist, hips, arms etc.  that will tell you a whole lot more than just a scale.
