I do on average 20,000 steps a day, I do an hours exercise in the morning this includes cardio, weight and balance. We do a two mile walk and my work is active. My partner does about 6,000 - 8,000 a day but he always burns off more calories than me. How can this happen ?????

A couple factors come to mind:
1) BMR (Basal Metabolic Rate) - the calories you are always burning just to stay alive. These normally account for more than half of daily calorie burn. BMR is generally based on age, gender, height, and weight. You can see what Fitbit uses for your and partner's BMR by looking at calorie burn chart dirng the night when asleep, and extend that out to 24 hours, or look at an on-line BMR calculator such as https://www.calculator.net/bmr-calculator.html
From How does my Fitbit device calculate my daily activity?
2) Weight is a big factor in calorie burn. For 2 people taking a 2 mile walk, the heavier person burns more calories.
