About six years ago I was able to hit the 100 lbs. loss mark. I did this with an even workout routine of cardio and strength training. Here's what I learned, the the scale can be the same or even show a slight increase, but my body fat will go down. (This is what happened this morning when I weighed.)
I had lost weight before, but only through eating differently and cardio--to go down a pants size, it always took about 10 lbs. loss. With stength serious strength training, that all changed. Now, I can lose about four pounds and lose a pants size. It really does make all the difference.
Also, I've also noticed that for myself, it takes about 7-8 weeks of serious healthy regimen for something to kick in--it can be discouraging for me--but I know it's coming.
Losing 100 lbs. was hard, but it allowed me to really learn how my body works, to connect with people who had these similar experiences that I mentioned above, and gain my life back.
Life is good on this life-long journey to staying healthy.

I think that as we get smaller, a smaller loss becomes a larger percentage of our total weight and can make a bigger difference. Losing 10 lbs. when you weigh 200 may not change how you look or feel at all but it sure does when you weigh 130.
