You burn fat if you are in a caloric deficit. It’s possible to be in a caloric deficit without exercising at all. It’s also possible to be in a caloric surplus even if you exercise like crazy.
If you want to know the impact on energy expenditure of various types of exercising, browse through the Compedium of Physical Activities. The higher the METS number is, the more calories you burn per unit of time. The total amount of energy you expend during a workout depends on the intensity of the exercise and its duration: a low-intensity exercise you can sustain for a longer period of time will usually let you burn more calories than a high-intensity exercise you can only sustain for a shorter time. Think 1.5 hours of walking vs. 20 minutes of interval training.
