Based on your profile, you have been using your Fitbit since April 14, for a total of 12 days (including today):
Your lifetime steps should be the sum of these 12 days. Isn’t it the case?
As to your Dashboard, which part (tile) do you refer to? The Goals tile would display your steps for the day. Your Friends tile would display your (and your friends’) steps for the past seven days. Then there’s the Activity + Stats tile, which also displays various step stats.

I apologize, I meant to say they AREN'T the same as each other and asking why? So the dashboard is only showing my last 7 days vs. the other is my lifetime steps?

The dashboard shows both of those. If you are looking in your friends list, that is your total for the last 7 days. If you are looking at the graph of your steps today, there are 3 numbers. One is your 7 day average, one is how many steps you need to beat your steps from yesterday and the third is your total lifetime steps.

Lifetime steps and the 7-day rolling step count serve different purposes. The 7-day rolling step count is used to show you where you stand compared to your Fitbit friends. For instance, my current step count for the past 7 days put me at #22 in my own friends’ list:
The lifetime steps is more for yourself, to have an idea of your achievements after 6 months, 1 year etc. For instance, I recently celebrated my third Fitbit anniversary with 20 million steps.
