Honestly, the fitbit doesn't take a lot of time to charge. I know most people, including myself, spend at least a little bit of time on the computer checking emails, social media... whatever online chores you have to do for the day. I just charge my fitbit while I do that, whether the battery's empty or not. That way I don't have to wait for it to charge later or just not track what I'm doing.

I have a adapter for the car charger and charge it when I'm driving around. I also have a desk job so I charge when sitting to do my work. As a last resort, I have an app on my phone that will track my steps too (don't always carry it tho like when I'm home, it's on the counter as I move about the house). I also don't wait for it to get so low charging is a must and usually inconvienient. Any chance I get to put it on the charger I try to take (drive time, shower, work.)

Most Fitbit users want to be as active as possible (it’s often the reason why they got a Fitbit in the first place). However, there must be some time of the day when you are less active, for instance sitting on the couch reading a book or watching TV. If so, recharge your Fitbit then. And even if you are performing some kind of activity (eg. preparing a meal in the kitchen), you may not move that much. In relation to the standard 10,000 step goal for the day, you would only be "losing" a couple of hundreds. At the end of the day, that won’t make a big difference, especially since you usually don’t have to recharge your Fitbit everyday. If you are driving on a regular basis (for instance, commuting to work), that would be the good time to recharge: all you need is a suitable USB adapter.

I have a desk job so I've been doing it while I'm working or just overnight. I don't always feel the need to have it on while I'm sleeping, but that's just my personal thing.

The best time to charge your fitbit is when you have some down time and you wont be moving around much or sleeping, and you could always plug it in for 10 minutes or half an hour here and there and give it a boost of battery and therefore it never runs out
