Could be a couple of things. Is it really hot weather by you? You might be retaining some water, when it cools off you'll dump it. I also have to watch my carbs as much or more than my calories. If my carb total for the day is around 100, I am more likely to lose weight. The more you need to lose, the faster you lose in the beginning. Closer to goal, slower the loss.
Also if it is your first week, 1/2 lb to 2 lbs a week is "normal". I think 10,000 steps is awesome! I struggle to get much less. Keep with it. Check back again in a few days/a week and let us know how you are doing.

I wouldn't think 4 liters would be too much. I have trouble getting in the 64 oz a day. I agree it is frustrating at times. Give a couple weeks. Our bodies try to fool us sometimes. You might suddenly drop a couple of pounds quickly. Looking at some other members goals for the month - they are trying to lose 2 lbs for a month. I want 2 lbs a week at the minimum. I also have a lot to lose.
I'll send a friend request. Accept or not. I'd be happy to stay in touch with you. I've had my fitbit just about 2 weeks now.

Check out the Monthly Challenge Group - starting 8/1/14 under the Activity Groups. Then go to the Progress page. Someone just posted about walking 10,000 steps a day and not losing any weight this week. She said that was ok since she had had a lot of sodium.

First week using Fitbit and perhaps this level of walking.
But is this first week doing a diet?
Because yes, you should have had the initial water weight loss everyone gets going in to a diet.
Unless your weigh-in days are invalid because of normal expected water fluctuations, masking what happened.
Because while you will lose water weight with storing less carbs starting a diet, your diet likely already has you carb depleted to a certain extent, so you already lost that water weight.
So if exercise was really the only difference, that probably caused water weight gain for different reasons.
