Im really looking to lose weight first and then tone up for a lean body. What is the most effective method of achieving this?

A progressive lifting routine while in a caloric deficit will help maintain muscle mass. There's really no way to avoid losing some muscle when you're in a deficit, unless you're particularly obese, but lifting will help keep what you have.
You can achieve a deficit through diet alone, though cardio will certainly create a larger deficit.
There are plenty of health benefits to cardio, but I wouldn't really recommend looking at this as a cardio *or* lifting proposition. You can do both. Keep in mind lifting doesn't burn that many calories compared to cardio; again the main benefit of lifting is increased strength and muscle maintenance.
