Sorry, but no.  Except for children in family account, you can only have one user per account.  Each user has to have their own Fitbit ID/email.  It is easier if each has their own smart phone or other sync device, but if not, you can put them both on same phone but then have to keep logging out of one account and into the other.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
