The newer version of the Fitbit Connect does not recognize the dongle. After rebooting and restarting fitbit, and other hints, I finally downloaded the older version of Fitbit Connect that says it is for 10.5. Another reboot to restart the "connection service" and the dongle was recognized.
My replacement fitbit is now working.
