My Fitbit One not registering full amount of daily steps.   I often have late evening walk, last night being a 12k steps walk; Fit-bit only registering 10k.      Does Fitbit 'clock off' at 22:00, despite saying it has synced later than that in the evening.

No, Fitbit doesn't arbitrarily choose to not track steps during certain hours. How are you calibrating that it's not logging 2k steps? Are you using your phone or another tracker to determine this? If so, perhaps it's something simple like an incorrect stride length impacting your total step counts.
