Sadly, no. The Fitbit One does not have a heart rate monitor nor is there a way to have it function simultaneously with a heart rate monitor to register with Fitbit.
However, you can pair other Fitbit models with heart rate monitors on the same account as your Fitbit One, and use either interchangeably. For instance, my Fitbit One is my typical everyday tracker, however when I run or do the elliptical, when I'm most interested on my heart rate, I switch to using a Blaze.
So it really depends on your use case, I find that the combination of the two works great for me. Fitbit One 90% of the time and the Blaze when I want HR monitoring and a screen on my wrist to check my stats when I work out.

The tricky thing about adding heart rate monitoring to the One is that the technology fitbit use for heart rate tracking (PurePulse) requires contact with the skin:
"When your heart beats, your capillaries expand and contract based on blood volume changes. PurePulse LED lights on your tracker reflect onto the skin to detect blood volume changes and finely tuned algorithms are applied to measure heart rate automatically and continuously."
This works well for those fitbits that are worn on the wrist but those like the Zip and One that are worn clipped to clothing will struggle.
