I'm new to the Fitbit.  I don't have Windows 10 on my laptop. Is there anywhere to download the pc app that will work on Windows 8 or this fitbit useless to me as far as tracking on my pc

Welcome to the community!

 

By virtue of your posting on the Fitbit One forum, I assume that you got a Fitbit One.  It should include a USB dongle, looks like this:

Plug that into your USB port and then download the Fitbit Connect software.  You should be able to sync your Fitbit One this way.
