Brand new Charge 2 won't turn on

Hello, 

My partner got me a Charge2 today, and I'm not able to get it to turn on independent of the charger. 

If it's plugged in, I can see a battery, and I was able to set it up with my phone. The app on my phone also says the power is 100%. However if I unplug it, I am unable to get it to turn on or connect. 
I've already tried resetting it a few times, but it doesn't seem to work. 

There is also no vibrate when charging or at any other time. 

Any help?
