I’m trying to limit Bluetooth use since I have a newborn at home (reading some conflicting studies on affects on babies so rather play it safe). If I turn all day sync off, does that mean the Bluetooth is turned off on my Charge 3?

Congrats on the new baby. Regarding your inquiry, if you turn off your phone's Bluetooth, your Charge 3 won't be able to connect to your phone. Fitbit devices operate far below the compliance levels of international regulatory agencies or RF power levels (so low that they're exempt from the evaluations required for other RF devices like cell phones).
