I know the charge 2 has been discontinued.  I want to give it to someone just for the purpose of tracking steps.  Will they be able to use it?

Hi @stayfit2023  as long as they have a compatible phone or tablet to set it up, they can use it. They'll set it up under their own email address and begin their journey.
