Charge 2 HR not recording stairs - never has

I bought a new Charge 2 HR about four months ago.  It has never counted stairs.  I know about the 10' minimum.

I've walked up a hill for 50' elevation - nothing.  Today I did a hike with 1000' elevation gain.  0 stairs.  It has never counted a single stair.  Everything else works fine.  Is it probably just broken?

I've tried resetting it.  Doesn't help.
