Tried everthing, restart it, switch the heart rate Off, Auto On and still only shows 63.
Run out of ideas

Your resting heartrate should not be affected by exercise, as your resting heartrate is only calculated by checking your heartrate during periods when you are quiet and have not recently exerted yourself.
Over time, adding exercise to your routine may lower your RHR (but 63 is already a very healthy resting rate, so it might take quite some time for exercise to affect it).
Another person would have to wear your Fitbit for quite some time (24 hours ir more) for the RHR to change. and obviously it would not change when it is on the table, because it is getting no HR information to update!

Sorry to hear that your resting heart rate always shows 63. Additionally to @Julia_G great explanation I wanted to add that you can log out from the app,m restart your phone and log back in. This is in case it is an app issue.

This is an old thread but I had a similar problem lately. My charge 2 showed 63 several days straight which was a bit below normal. Mine went back to normal after I recharged it for an extended time.
