Charge 2 Won't accurately log steps on elliptical

I used to use an elliptical machine at my gym and the fitbit accurately logged steps for my workouts.  Now I workout at home since my gym has closed for Covid.  I can spend up o 90 minutes on the elliptical at a vigorous rate and the device will log somewhere between 2 and 4 hundred steps when it should be thousands. I've adjust stride in settings, but ot no avail.  Any help?

Do you move arms too, or keep them steady? - probably no steps when arms not moving.

Could probable get more accurate step count if put in pocket, but then lose heart rate data.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
