I just tried putting my FitBit-HR under my sock so that I could get step credits while on a spinning bike.    I tried the bike at various resistances while using the FitBit App and I was getting credit for steps.   I think this is great news because I am transitioning to exercising indoors because of the weather and work.    So this feature will enable me to get FIT credit.    I haven't figured out how it impact, pace and resistance will be detected yet but at least I know I can credit for the exercise.

I have carried a charge 2 in my pocket and it seems to work fine.  I have found that if worn on the wrist, while pushing a shopping cart or a walker the steps do not register.   Wearing on the ankle is a solution a lot of people say works great.
