My new charge 2 won’t monitor sleep cycles and won’t monitor heart rates, everything else seems fine

Hello @barcar1958 and welcome to the Community.  In my opinion, you should try and return a "new" Charge 2 and get your money back.  The Charge 2 was discontinued in 2018.  Fitbit removed all firmware updates and you can't update your tracker to current firmware.
