Charge 3 Fitbit Pay isn't working

I'm trying to set up Fitbit Wallet and I click Wallet and it says 'Set Up Touch ID and Passcode, which takes me to settings. I have everything green/on. Nothing else to do. Go back to Fitbit app and it just does the same thing over. How do I set it up? Makes zero sense. Thanks.
