I use my Charge 3 with the App on my IPhone X to monitor my heart rate while I work out. A few days ago, I noticed that it is only showing the resting heart rate on the Dashboard. It use to show the actual heart rate with a colored in heart. I have turned off and on my iphone X.
I have noticed that the bluetooth connection in the Apple settings is connecting and disconnecting. I cannot turn on all day sync because of this. Not sure if this is causing the heart rate issue.

Welcome on board @lawren9642, it's nice to see you around here! Thanks for letting us know you've turned off and on your iPhone in order to get your live heart rate on the Fitbit app. Nice way to go!
Since you're having connectivity issues, please go to the Bluetooth settings on your phone and remove the tracker. In the list of Bluetooth devices you'll see the Charge 3 and next to it, this symbol "!". Hit the symbol and it will take you to the next step, once you're there select the option that says "Forget this device" or "Unpair".
Once you've made sure about that, go back to the Fitbit app, go to the "Account" option in the upper right corner and select "Set up a Device". This should start the setup process for your device.
Then, make sure Bluetooth is enabled on your mobile device. In the Fitbit apps for iOS, also make sure all-day sync is turned on in order to get live heart rate data.

I have the same problem the heart rate only shows up on my iPhone 11 Pro when I reboot my fitbit charge 3. Bluetooth works fine since it updates my steps all day but the heart rate freezes to resting heart rate on my iPhone App. Any idea what I could do? I also turned heart rate off and then on again and rebooted fitbit and that helped but then next synching it froze up again. What can I do?
