Try logging out of the Fitbit App, turn your phone off for 1-2 mins then turn your phone back on. Now log back into the Fitbit App as you normally would with your email address and password. Check to see if now your screen appears normal to you. If not tap the edit button and see if steps are now available to select. Once you make your selection tap done at the top of the page. If the problem persist please make sure you are updated with the most current version of the Fitbit App.
If this fails to fix the problem you can try uninstalling the Fitbit app, restart your phone then reinstall the app and log in like you normally would with your email address and password. You will not lose your data if you reinstall the Fitbit App
