Charge 3 battery and heart rate issues

In the last few days my Fitbit Charge 3 lost its ability to trace my heart rate yet it is still switched on in settings. At the same time the Fitbit Charge 3 started losing Charge very quickly. Flat in a couple of hours. Have tried to reboot but all I’ve got is the smiley face n it’s continually vibrating off & on. Frustrating.
