An 8 mile bike ride logged only 1.25 miles and less than 1,000 steps. Did Fitbit think I was in a car?

Can you tell me how are you logging your biking activity? Are you selecting the workout directly from the Charge 3? I recommend taking a look at the article: How do I track my workouts with my Fitbit device?.
