Charge 3 has line across the screen

Getting black lines across top half of screen on a Charge 3 that had previously been replaced for same reason. Also recently have been having to reconnect Bluetooth connection with laptop about once a week. This morning won't reconnect.

Thank you for the detailed information and for any step you've tried prior to posting. Regarding the screen inconvenience, I'd recommend visiting this thread and please follow the suggested troubleshooting steps to see if the screen inconvenience is resolved. 

For the syncing or connection issue, I'd like to let you know that if your laptop is running Windows 10, you will need a compatible Android phone, iPhone or iPad to sync your Fitbit Charge 3. You won't be able to complete a successful sync using Windows 10 devices.
