Is it normal for an increase in heart rate from just walking around the house? My resting heart rate is 73 bpm goes up to 100 watching TV, is that the norm?

I did read through ' this post' thoroughly.  I have tried all suggestions on here and still my heart rate not registering on app...either laptop or phone for the past 4 days.  Also heart mostly does not register during workout or weights on actual Charge 3 but neither did my previous model.  Is fitbit working on these issues?  Sincerely

Got my charge 3 for xmas, HR working fine for first 5 days.  Still working on the actual Charge 3 however not registering on my apps, either phone or laptop?  I have read through all the relative posts, (including below) manual, instructions, changed wrist position, turned blue tooth on off still no reading on my apps.
