I'm getting really fed up with Fitbit. Last march I had to have my Charge 3 replaced and once again it is not working properly.
This thing is not even a year old and twice it has stopped working properly. I have tried restarting it both ways with no luck. It wont show my heart rate or track my sleep. This happened at the end of November and now it's doing it again. There is also a couple of lines running through the display.

Thanks for troubleshooting these issues. If your tracker isn't registering your heart rate information, I recommend following the steps in the article: Why don't I see my heart rate on my Fitbit device?. Once you get it to recognize this information, keep an eye on the sleep tracking.
Now about the display, follow the steps in this post.

I've tried all those things and it's still not tracking heartbeat or sleep. I did the restart as well and the lines are still running through the display

You would think when you spend that much on a Fitbit it would last a lot longer then a year. I would expect it to last for many years without any problems.
