My charge 3 keeps flashing and draining the battery. I have tried to reset it just nothing is working. I have only had this for a year. What can be done?

Thanks for taking the time to restart your Charge 3 in order to solve the screen odd behavior. Nice way to go!
If you haven't done so yet, I'd suggest performing a long restart on your Charge 3 by following these steps:
If the long restart does not work either, on Fitbit Charge 3 restart your tracker from your wrist. Open the Settings app and tap About > Reboot Device.
For the battery short life, please see: Can I extend my Fitbit device's battery life?
Give this a go and let me know the outcome.
