Charge 3 not charging and can’t re-start?

My Charge 3 is not charging - I have made sure both charging parts are clean and dust free.  Troubleshoot says to re-start device - if I hold side button in for count of 8 it just responds with a DND and Wake Up screen asking me to set up a payment method.

Bit confused (and down to 33% charge!)
