Charge 3 not counting all stairs

I have a flight of stairs in my house and sometimes it counts them, and sometimes it doesn’t. I don’t know why it only count them periodically.

I now put my FitBit on an ankle strap I bought on Amazon when I’m walking or shopping. It registers steps, flights of stairs (and change of elevation that are equivalent to flights of stairs) even if my arms are full or my hands and arms aren’t moving much because I’m pushing a stroller or shopping cart.
