Charge 3 not pairing to any device

Have tried linking it to a Samsung Note 10+ (Android 12), Huawei P30 Pro (Android 10) Lenovo Ideapad Y700 (Windows 11) and can absolutely not get it to pair. With the Android devices, the "We found your tracker!" message appears and the "connecting..." icon spins for like 2 minutes and fails to connect. If you check the Bluetooth settings you can find the Charge 3 in the available devices - if you try to pair with either Android device from the Bluetooth menu you are told to use the app to pair. If you try to pair from the Bluetooth menu in Windows you get "Try connecting your device again". I've factory reset the Charge 3 multiple times and get the same outcome. It really seems to me this unit is toast. It was purchased in 2019 and barely used since then.

Reboot your Fitbit Charge 3 and then your phone.
Refresh Bluetooth connection between devices.
Verify if Fitbit app is installed and/or updated in your phone.
Troubleshoot problem with Always Connected and All-Day Sync features enabled.
Reset Network Settings in your phone if possible.
Restart Fitbit app in your phone.
Uninstall and reinstall Fitbit app.
Factory reset Fitbit Charge 3.
