My Charge 3 has not been working for HR (or sleep) since May 28th, the HR lights on the bottom of the watch have not been on at all - device has had Heart Rate turned on, has been rebooted, user data cleared, been unpaired, repaired with the app etc. This sounds more like a Hardware problem, than software... help?

Thanks for troubleshooting this heart rate issue. Keep in mind that your trackers needs to register this information in order to track your sleep. I recommend taking a look at the help article: What factors can affect my heart-rate reading on my Fitbit device? and follow the tips provided there.
