Wont show heart rate during exercise mode

Thank u but there was no resolution to my problem.my charge 3 and my brand new charge 4 wont record my heart rate during exercise the entire workout,if at all.thwn i am unable to transfer data to strava.im very annoyed.i would really appreciate a solution to this please.
