last year my Charge 3 was replaced under warranty as a result of the rates it was recording when I was out walking were much too high. I put an old Charge 2 onto my other wrist and build up suitable evidence.
I had bypass surgery in 2013 and this was behind my getting a Fitbit in the first place so over time I have a pretty good idea of how my heart reacts under different circumstances and loads.
I am now pretty sure the replacement is doing the same thing if at a lesser scale and wonder if others have noticed the same thing?

This is very odd and I would like to suggest that you perform a restart to your Charge 3. You can find the instructions here. In addition, while you may be aware of, I recommend taking a look at this help article: How do I track heart rate with my Fitbit device?
On a side note, please take into consideration that several factors can affect resting heart rate: stress, alcohol or caffeine intake, or fever usually raise resting heart rate, while regular exercise or meditation can lower it. Air temperature and certain medications can also affect resting heart rate.
