My Charge 3 battery completely ran out after losing my charger while traveling. When I finally charged my Fitbit 36 hours after it totally ran out, it resumed most functions. But it no longer alerts me 10 minutes before the hour if I'm short of 250 steps and it no longer shows phone calls & texts. How can I restore those functions?

Hello @RBethesda. Welcome to the community forums!
Thank you for the detailed information. I'd recommend performing a restart to your Charge 3, by following the steps suggested in this link:
How do I restart my Fitbit device?
After that, please make sure that Reminders to move are setup correctly. You can also try to change the hours for reminders to move and then switch them back to see if that refreshes the performance. For more information, please see: How do I turn reminders to move on or off on my Fitbit device?
On a side note, I recommend following the troubleshooting steps for notifications here: How do I get notifications from my phone on my Fitbit device?
Hope this helps.
