Charge 3 screen frozen

I am unable to  access my normal main screen but am told by my daughter that  I am on that screen but way down  on it and unable to scroll  up more than an inch .She has same model so knows what she is talking about, says my screen is frozen

If haven't tried it yet, restart is good first step that can't hurt anything.
