So my charge 3 won't power on and I did do the 15 second reset and when ever I try powering it on it just shows the smiley face.

Thank you for the detailed information and for the troubleshooting steps you've performed prior to posting. At this time, I'd recommend following some additional troubleshooting steps for battery not charging: Why isn't my Fitbit device's battery charging?
