I've noticed on dozens of occasions that my Fitbit will get extremely close to 10,000 steps without actually hitting it. Then suddenly, it will hit it after I've taken significantly more steps than necessary to hit it. For instance, as I write this, my Fitbit has been sitting at 9,923 steps as I've been pacing around my house. Usually, it hangs up somewhere around 9,980 to 9,990 steps. I don't really understand it, but it stops registering steps as it gets close to that magical number.
Anyone know if this is a known issue or anything that can be done about it?

This is not an expected behavior but take into consideration that when working at a desk, cooking, or performing other activities with arm movements, a device on your wrist may add some steps. When you’re doing activities that involve arm movement such as working or cooking you often walk a few steps in-between stationary periods as well, so the device tries to give you credit for those steps.
If this is not the case, I suggest you to perform a restart to your Charge 3 by doing the steps below:
1. press and hold the button on your tracker for 8 seconds. Release the button. When you see a smile icon and the tracker vibrates, the tracker restarted.

Thanks, what button do I press to do the restart?
Aside from a reboot possibly correcting it, I'm not really buying the concept "you get steps for not really stepping so it evens out when it doesn't track your legitimate steps". More curious why it stops counting precisely in the 9,900-9,999 window and makes me go above and beyond to actually hit the 10,000 steps?

The button on your Charge 3 is the one indicated on the picture.
On a side note, this is very odd and I would like to see if the experience doesn't repeat after performing a restart.

Thanks, no matter what I did I couldn't get it to reboot by holding that button down for 8 seconds but I did find a YouTube video that showed me how to do it through the Settings -> About section. It's now been rebooted and I'll monitor this issue to see if it persists. I'll report back here either way.

You can reply to this thread if the inconvenience persists or if you have additional questions. On a side note, I want to let you know that while you can't delete steps, you can log a non-step-based activity such as driving to override the steps. For this, you can follow the steps below:
1. Tap the Today tab .
2. On the Exercise tile , tap the + icon > Log or Log Previous.
3. Choose Driving as the exercise type. Make sure the exercise details overlap with the time period your device logged the unwanted steps or floors.
4. Tap Add or Log it. Your steps, floors, and calories burned will decrease for the time period you specified.
