My device is stuck running an old version.
ive took the steps that Fitbit recommend but no new update available. I click on check for updates and it says there’s an update, I click on it and says unexpected error, your device is up to date?

I have exactly the same issue. Charge 3 syncs with my phone OK but doesn't prompt me to update firmware even though it is stuck on a much older version (1.63.5). I have also tried connecting it via the PC app.
I found "Check for Charge 3 update" in the Help menu (on the phone app) and it says an update is available. I go through the first couple of screens and then it gets to the "Updating your Fitbit..." screen (estimates it could take up to 30 mins), but that lasts for about 2 seconds and then it finishes with "All Set" - but nothing has changed in the firmware version number and it still tells me that an update is available when I repeat the process again! I don't get an error message though..?
Given how old the 1.63.5 version is, I assume Fitbit must already know how to fix this but I can't find the answer on their website.

I'm having this exact issue. What do we do?

Your devices are not stuck. You can find and read information in this thread:

You cannot force a firmware update, you have to wait until you see a pink dot on the envelop in your mobile app.
