Regarding your inquiry, no, the Charge 3 doesn't have the always on display option. I recommend taking a look at the Longer Screen Time for Charge 3 request, vote for it and leave your comment.

It is sad that you need more then 2 years to develop so simple feature 

And it is still under development

 

 

I can not understand the reason to use Fitbit over other brands when your service looks like that
