Charge 3 will not vibrate no matter what

My charge 3 will not vibrate on any notifications from my phone and it does not vibrate if I have not met my hourly steps. I have done everything I know and I cannot get it to vibrate.

Hold in left side button a few seconds; look for 'Notifications' and make sure you have not turned them off.

Before posting, re-read to see if it would make sense to someone else not looking at your Fitbit or phone.
