Charge 3 with a smiley face always after multiple restarts (8-15 seconds)

After exhausting all forms of reset I am asking the forum.

 

How do you fix the smiley face screen? Since I see the smiley face I know the screen works and it has battery life. It disappears at times until I perform a reset. Then its back to smiley
