Charge 3 won't connect to contacts

We have purchased 2 Fitbit Charge 3. Mine has no issues and linked immediately to my phone and Facebook contacts. However, my partner's phone says no phone contacts. Considering we have the same phone, same permissions set up and same friends why can my Fitbit access them and his can't?
