Ok, I have had my Charge 3 for a year and a half and a few months ago, it stopped vibrating to any calls or notifications. I have done the following:
Nothing works. Apparently the "geniuses" develop their programming to certain phones instead of to operating system. My phone is a Motorola Z4, a fairly new phone with the most current Android OS. So here's an idea, quit programming to certain phones and program to operating system!
I will never get another Fitbit again due to this exceedingly poor quality in programming.

I understand how are you feeling and appreciate all the efforts in trying to fix this notifications issue. If your tracker isn't receiving notifications, I recommend taking a look at the help article: How do I get notifications from my phone on my Fitbit device? and follow the instructions provided there.
