I noticed that I never receive text notifications from my sister who has “do not disturb” on her iPhone. Otherwise my text notifications are working most of the time. Is this normal? I thought notifications do not work only if I have the “do not disturb” setting on my phone.

If your tracker is connected to her phone, your tracker will get her phone's settings. If it isn't, I recommend checking the article: How do I get notifications from my phone on my Fitbit device? and follow the instructions provided there.
